Profile Summary

Before joining KAA, Martin worked as the Principal Legal Officer, Manager of Corporate Services, and subsequently, as Company Secretary of Uganda Electricity Transmission Company for the last 14 years. Prior to that, Martin worked in various institutions including law firms and the Inspectorate of Government.
Martin has over the years of his professional work life, participated in several transactions in the Energy space within the East African region including; the negotiation of local and regional Power Sales & Related Agreements; the negotiation of funding documents for the Karuma and Isimba Power dams and the refinancing of the Bujagali Hydro Electric plant.
He was also heavily involved in the development and implementation of the GETFIT project which led to the development of a legal framework for renewable energy projects in Uganda. This project resulted to the successful development of over 18 renewable power projects. He also oversaw the procurement of over-transmission lines and substation EPC contracts and other related service contracts, among several key transactions. Martin has also participated in the implementation of several EPC contracts including advising on contract implementation as well as the implementation of the related project resettlement
action plans. Martin is an experienced and highly regarded African Energy governance expert whose specialist skills-set will further bolster the firm’s capacity to render world-class legal services within the Energy practice space.

  • Participated in the negotiation of funding documents for the Karuma (600 MW) and Isimba (183 MW)
  • Advised the Government of Uganda and participated in in the refinancing of the Bujagali Hydro Electric Plant
  • Advised on and participated in the negotiation of over 20 private renewable power plants below 20 MW funded and developed under the Global Energy Transfer Feed in Tariff (GETFIT)
  • Participated in the establishment of a framework for the establishment of template Power Purchase Agreements, Direct Agreements and Implementation Agreement for the Global Energy Transfer Feed in Tariff (GETFIT) for renewable energy projects.
  • Involved in the sector consultative process for the development of GETFIT agreements
  • Over saw the procurement of over 10 transmission line and substation EPC contracts and other related service contracts; total sum of contracts signed is over USD 650 million.
  • Involved in the negotiation of regional power agreements including the Energy Exchange Agreement between UETCL and Kenya Power and Lighting Company.
  • Negotiated power sales agreement on behalf of UETCL between UETCL and Rwanda Energy Group, SNEL of Congo, and TANESCO of Tanzania.
  • Involved in the negotiation and drafting of the Kenya –Uganda – Rwanda Wheeling Agreement.
  • Involved in the drafting and negotiation of the UETCL – Juba Electricity Distribution Company cross border Power Sales agreement for the supply of power to Nimule South Sudan.
  • Drafted and negotiated transaction documents to support the development of the transboundary Kikagati Hydro Power Plant on behalf of UETCL and Government of Uganda. Agreements negotiated included the Bilateral agreement for the Kikagati Power Plant between Governments of Uganda and Tanzania, the Power Purchase Agreement between UETCL and Kikagati Power Company Limited and the Power Sales and Sharing Agreement between UETCL and TANESCO relating to the sharing of Power generated from the power plant.
  • Advised on the development of a framework for the establishment of Independent Power Transmitters in Uganda
  • Participated in the negotiation of Power agreement.
